In 1 Corinthians 15:27–28, Paul says that “all things” were put under Jesus. But he also clearly says that God, the Father, is not included in that “all things.” This shows that “all” does not always mean every single person without exception. The meaning depends on the context. So in Colossians 1, the real question is what Paul meant by “all things.” Even the Bible shows that “all” can have a limit.
