Normal the Sec of Tresury sign the Government checks but Trump doesn't want the Sec to sign Stimulis checks. He wants to personally sign the checks to show his name on it. The Tresury had to delay the sending of checks until they change teh computer codes to show Presidential name on checks. Link: Link
