We at Oregon Association of the Deaf have a copy of State of Oregon's Department of Public Safety Standards and Training for our officers, the copy includes teacher's lesson plan, powerpoint, and hand out.
A bit over a inch thick Mental Health and Disabilities curriculum, they placed the Deaf section under "Mental Health and Disabilities" and they placed the portion on Deaf right before the section that discussed about Cognitive Disorder, Dementia, Excited Delirium and Brain Trauma.
The Deaf has its own community, subgroups, language, identity, culture, and we are no where near section that discusses heavily on mental health. This trains our officers to think that we are something that we are not.
City of Portland's directive 640.36 for police officer is significantly outdated as we contacted their office repeatedly for the past 2-3 years and there has been no activity in this regards.
