Hello. I am Chad A. Ludwig and I am co-chair for Oregon Deaf and Hard of Hearing Service advisory committee. (Please note I am making this announcement in my role as co-chair for the ODHHS advisory committee, not as a representative of OAD.) We will have an advisory committee meeting on October 30th from 9am to 12pm at the Oregon State Library, 250 Winter Street NE, Room 103. At this meeting, we will discuss several items. It is an open meeting, and we will invite the public to participate by sharing their input with the committee.

The agenda will include the following items:

Text-to-911 pilot test and how the deaf and hard of hearing community is being incorporated into the pilot project
We will cover an issue pertaining to Brookdale Chestnut Lane Assisted Living for the Deaf and Deaf-Blind. There are some community concerns about this adult assisted living facility. We will invite representatives from Adult Protection Services, the Office of License Regulatory and Oversight, Multnomah County DHS, and several others to share their input with the advisory committee. We welcome the input from the community members and residents from Chestnut to share their concerns with the committee. This way, the advisory committee can advise the DHS about the new contract now being negotiated with Chestnut. The contract includes Support Service Providers (SSP), direct care, and direct support. The community has expressed to us their concern about the proposed contract terms, which include reducing to 75% how much direct communication between residents and staff must be made available in ASL, without an interpreter. Past contracts have required 100% direct communication access in ASL. The community needs to be present to express whether they are concerned or not in regards to these terms.
We will discuss the Community Needs Assessment. The DHS agency conducting the assessment needs to gather input from the community before they can finalize the request for proposal (RFP) that will be posted online by the end of this year or early next year to begin accepting applications. Organizations and businesses may apply, and the selected applicant will conduct the community needs assessment study. The report is due back to our legislature by January 2017 with recommendations for what is needed within our community.
Lastly, we will discuss ODHHS interpreting services. We received several complaints about ODHHS interpreting services and we wanted to check in with community to explore the potential issue pertaining this agencyâ€™s interpreting services.
