No one is neutral to say he/she does not worship at all. Do you think you do not worship something or someone? Think with me here! Everyone has love of some kind. If he does not love God our Creator and worship Him, then he must instead love someone or SOMETHING that was created. Therefore, he is nevertheless, worshiping! People even worship sins and then go deeper into the darkness. What does God do about them or us if this happens?
